Ms. Fulkerson joined Brinshore Development in the fall of 1997. She is responsible for many aspects of affordable housing development, including site acquisition, financial structuring and obtaining municipal approvals. She also assists in the syndication of housing tax credits for The Richman Group, where she performs due diligence, analysis and acquisition closings for the company’s Midwest region.
Ms. Fulkerson has more than 20 years of housing finance and community development experience, specializing in federal and state affordable housing finance programs. From 1993 through 1997, Ms. Fulkerson served as an assistant manager for the HOME Investment Partnership Program at the Illinois Housing Development Authority, where she reviewed the financing of affordable housing developments throughout the state, Ms. Fulkerson also worked for twelve years for DuPage County, Illinois, administering the CDBG, Rental Rehabilitation and HOME Investment Partnership programs. While there, she worked with both public and private sector housing organizations on planning, financing and capacity building. Ms. Fulkerson is a member of the American Planning Association and the American Institute of Certified Planners.
Ms. Fulkerson earned a bachelor’s degree from Western Illinois University and a master’s degree in urban planning from Michigan State University.
