The rehabilitation of Al Thomas Senior Living, a 170-unit senior development owned by the Gary Housing Authority (GHA), will use HUD’s Section 18 Demo/Dispo program, and Tax Exempt Bonds/4% LIHTCs and Development Funds from IHCDA to preserve an important asset. Through Section 18, properties are removed from public housing, and receive Tenant Protection Vouchers to convert their assistance to 20 year project based Section 8 contracts providing more reliable operating subsidy which can be leveraged to secure private capital. The building will be renovated, and will continue to serve seniors 55 years and older. No current residents will be permanently displaced. The development is supported by the Gary Housing Authority committing the transfer of the property on a ground lease, a capital loan, and operating subsidy.
